A Hong Kong money lender's authority stops at the boundary of Hong Kong. Every year, people here are persuaded otherwise — usually by someone abroad who wants a fee first.

Baldwin International Finance Limited lends from Gloucester Road in Wan Chai under the Money Lenders Ordinance, Chapter 163. We are not a bank: we take no deposits, hold no accounts and issue no cards.

We serve borrowers with cross-border lives — people paid in one currency who spend in another, businesses with suppliers on the mainland, families with obligations in two places. That is what our name is for.

What it does not mean, and what no name of this sort can ever mean, is that a licence granted here carries any weight elsewhere. A Hong Kong licence is a Hong Kong document. It says nothing about an entity in another country, and an entity in another country has no Hong Kong standing merely because it says it does.

This distinction is not academic. It is the single mechanism behind the most common lending fraud aimed at people in this city: an offer that arrives from somewhere else, sounds official, asks for money before it sends money, and leaves the victim with no forum in which to complain.

The pattern to recognise. An unexpected offer of credit arrives by message, call or social media. Approval is immediate and unconditional. Then, before the money can be released, there is a fee — for handling, for insurance, for a tax, for "unlocking" a transfer. That fee is the entire product. Once it is paid there will be another, framed as the last one. No legitimate lender anywhere requires a payment from you before advancing a loan.

No rate appears anywhere on this page, because any published figure would be wrong for nearly everyone reading it. What is fixed is the form of the answer: the effective annual rate on the basis the Ordinance specifies, the total amount repayable and the complete schedule, in writing, before you sign. Hold every competing offer to the same three items.

Is a foreign lender allowed to lend to me in Hong Kong?

Carrying on business as a money lender in Hong Kong requires a licence here, whoever you are and wherever you are based. In practice the question that matters more is enforcement: if an entity abroad takes your money, the difficulty is not that a rule was broken but that there is nobody within reach to complain to.

How do I check a Hong Kong money lender?

The register of money lenders is maintained by the Companies Registry and is searchable free through its e-Services portal. Search it yourself rather than relying on a number quoted in an advertisement, and confirm the exact legal name matches the entity you are dealing with.

I was asked to pay a fee to release my loan.

Stop, and do not pay anything further. There is no legitimate version of this. Report it to the Hong Kong Police Force. Above all, do not send more money in the hope of recovering what has already gone — that second payment is what the scheme is designed to obtain.

Should I borrow in a currency I don't earn in?

Generally not, and the reason is simple: a movement in the exchange rate changes what you owe without changing what you earn. Where it is unavoidable, understand the size of the swing you could absorb before you sign, not when the rate moves.

Should I try a bank first?

Usually, yes, and we will say so if you ask. Bank credit is generally cheaper. Money lenders earn their place where the sum is modest, the timing is short, or the application is sound but does not fit a bank's criteria.

What if I cannot make a payment?

Tell us before it is missed. Options while an account is current are considerably wider. If any lender responds to arrears with threats or harassment, that is a matter for the police, whoever the money came from.
